About Us
:
The National Technical Manpower Information System (NTMIS) has
been set up in 1984 by the Government of India with a view to
serving as a reliable data and information base for the development
of technical educational facilities in the country. Keeping this
in view, the system focuses on disseminating information generated
under it, for use by the potential users, particularly these concerned
with technical education planning and administration.
Dissemination of information has been a major effort of
NTMIS right since its inception.
NTMIS is a completely computerised information system. Under it
data are routinely collected from three respondent groups viz.,
· Fresh engineering graduates and diploma holders
· Engineering educational institutions which produce such
graduates and
· Establishments which employ engineers
The data collected from these respondents threw up a variety of
information on the development and utilization of engineering
and technical manpower at the national and state levels. ( View

The System has a Lead Centre located in the Institute of Applied
Manpower Research and 21 Nodal Centres (located at the State &
Regional level ) which are the primary data collecting agencies.
The Nodal Centres are spread throughout the country. The All India
Council for Technical Education (AICTE), which funds the scheme,
oversees its functioning.
A significant part of the information generated in the NTMIS,
every year, is disseminated through the "Annual Technical
Manpower Reviews" being brought out statewise regularly on
the conclusion of the set of three surveys and through other analytical
reports. The three surveys relate to
· Educational and Training institutions
· Graduates passing out from Polytechnics and engineering
college and
· Major establishments employing engineering personnnel
in a big way
The reviews threw up a variety of labour market signals which
are helpful in taking appropriate decisions in the area of technical
education planning at the individual state level.
Technical education has been growing at a fast resulting in serious
gap between the supply of and demand for technical manpower. This
phenomenon raises important issues regarding regulating labour
market for engineers. Among other things, issues of the above
kind are else of concern to technical educational planners and
policy makers. There is therefore a continuing need for bringing
out up-to-date information on
a. the developments in the field of technical education and
b. engineering labour market signals so that one knows what we
have achieved in terms of meeting the labour market requirements

AN OVERVIEW ( NTMIS)
NTMIS is a Computerised Manpower Information System. It is an
on-going Project sponsored by the Government of India with a view
to generating and maintaining an up-to-date data bank for providing
reliable information on Engineering Graduates and Diploma holders
which is pre-requisite to planning and Administration of Technical
education on proper lines. NTMIS marks the climax of series of
options so far exercised by the government in planning of technical
manpower in the country.
WHAT ARE ITS OBJECTIVES?
· Estimation of short-term and long-term requirements
· Estimation of supply
· Forecasting anticipated gaps in demand and supply
· Matching job requirements with facilities for education
and training
· Assessing the adequacy of the current enrollment
rate
· Undertaking studies on emerging and specialised
areas and fields requiring urgent
attention for expansion of facilities for education
and training.
HOW DOES NTMIS DEVELOP DATA BANK
?
NTMIS collects data systematically on an annual basis from three
respondent groups:-
· Graduates and diploma holders of academic programmes
(Graduates)
· Engineering educational institutions which produce
such graduates
· Users of technical manpower in the Central and
State Government Departments and
Organisations and industrial establishments
located in the public and private sectors
· Date collection is directed to provide insights
into demand and supply situations - both
current and prospective - of different categories
of engineering and technical manpower
and to facilitate identification of policy options
in the field of engineering education at the
state and national levels. More precisely, following
types of data are gathered.
DATA FROM GRADUATES
· Subject of education
· Level of course
· Date and month of graduation
· State of permanent residence
· Computerised data banks are maintained at the state
and national levels. Nodal Centres maintain the state level data
banks and the Lead Centre the national level data bank.
HOW DOES NTMIS GENERATE DATA?
The organisational structure of NTMIS comprises of a Lead Centre
at the Institute of Applied Manpower Research (IAMR), a Manpower
Cell in the Ministry of Human Resource Development (Technical
Education Bureau), 17 Nodal Centres located mostly in higher engineering
and technical educational institutions and the four Nodal centres
located at the four Regional Boards of Apprenticeship Training.
FUNCTIONS OF NODAL CENTRES
· Collection of data from the graduates
· Collection of data from engineering education institutions
· Checking, verification and coding of data
· Entering data in the computer
· Receiving data on employing establishments from
the concerned Regional Boards of
Apprenticeship/Practical Training
· Processing and Analysis of data
· Bringing out draft Annual Technical Manpower review
for the concerned state(s)
· Transfer of data to the Lead Centre
· Functioning as information system for the state
level agencies.
FUNCTIONS OF NODAL CENTRES AT BOARDS
OF APPRENTICESHIP TRAINING
· Collection of data from the employing establishments
· Checking, verification, Coding of data
· Entering data in the Computer
· Processing of data and preparation of reports
· Sending the data to the respective Nodal Centres
and the Lead Centre
ADVISORY COMMITTEES AND THEIR ROLE
There are Advisory Committees at the State Level for each Nodal
Centre and at National level for the Lead Centre
